The reason for this is to Federal Laws marijuana is an illegal drug, period. But, to many states like Colorado, California, Oregon and a few others Marijuana is legal to use if you are old enough and in others it is legal as a medicine on prescription. However, none of this is true to Federal laws so people legally growing Pot in some states as of the 1st of the year might be put in jail by Sessions and thereby put out of business permanently (at least as long as Trump or Sessions are in our government. (Sessions has been nominated by Trump to be Attorney General of the United States). Obama's government has only chosen not to enforce Federal Laws regarding marijuana growing or possession in these states. But that could all change if Sessions is approved by Congress as Attorney General some time in late January or early February at the earliest.
