A Pineapple Express "Atmospheric River" when it comes to California is almost always both good and bad

It's good because we need the rain to make it through the year, especially in Southern California which has been in drought almost continuously for years now.

However, almost always people are going to die in Flash floods and mud slides whenever this happens on going. So, this is the price we pay here in California to live here.

California is only one of about two places in the U.S. where 16 inches of rain sometimes comes down with in a couple of days. However, Because of Global Climate change this may no longer be as true as it once was.

Anyway you look at it atmospheric rivers are almost always both good and bad at the same time. Good for some people and bad for others.

If you want to see just how bad it usually gets every 150 to 300 years in California in history back thousands of years. This is what happens the last time this happened in 1862. This is why I believe no big cities were here when settlers first came to California from Spain and Europe and the Eastern U.S. starting in the 1500s, 1600s and 1700s and 1800s.
