When you see Joshua Trees cut down so 4 wheel drive roads can be made into out of bounds areas in National parks you know it is usually homeless people with 4 wheel drive vehicles doing this often. Since rent is so expensive in places like California now, often people live in their vehicles anywhere they can to avoid having to pay rent or buy land. So, this kind of person sometimes will do things like this because the desert (at least during the day) can be warmer than other places even though it can be much colder than most of California at night. So, younger people in tents are going to survive these kinds of temperatures if they have vehicles and campfires (likely burning protected Joshua trees).
For example, to rent a 1 bedroom average apartment in san Francisco now is about $3500 a month.
to rent a 1 bedroom average apartment in Los Angeles of 704 square feet is $2,068. So because of this people raised in California don't want to leave so they will do whatever they have to not to leave the state often. The .com industry and TV and Movie making has a lot to do with high rents in Los Angeles and San Francisco and everywhere along the coast. As you can see Joshua Tree temperatures are mostly above freezing which would make above ground camping possible illegally.
Here are the temperatures for Joshua tree for example:
