.Very heavy snow accumulations of 3 to 6 feet above 7000
feet with blizzard conditions expected, especially tonight into
Thursday morning. An Avalanche Warning is also in effect from
tonight through Friday morning. Between 6000 and 7000 feet, 1
to 3 feet is expected through Thursday night. Winds gusting 90
mph to as high as 130 mph for ridge tops.
Some locations below 7000 feet could see significant periods of
rain. This could lead to localized flooding issues where
culverts are blocked by snow.

This caught my eye because it appears that because the rain is coming down now as high as 6000 to 7000 feet it might create serious flooding problems in the Sierras and below as rain melts the already 6 feet of snow from 3000 feet in elevation to 6000 feet in elevation. So, this could be very serious depending mostly upon the timing of everything in play.
The next storm will bring the snow levels back down to likely 2000 to 3000 feet but in the meantime the flooding could be significant in the Sierras and all streams and rivers both sides of the Sierras.
