It's important once again to recognize that Turkey is Sunni Muslim primarily. Isis is Sunni Muslim Wahabi in religion. So, Turkey and ISIS have some things in common. For example, Turkey wants Assad dead in Syria. Turkey wants the Iran leadership all dead in Iran and Iraq. So, it is in Turkey's interests to release ISIS prisoners so they can continue killing Assad's Syrian Shia Supporters, Iran's Shia Supporters etc. However, it also must be said that Turkey's government does not want to be overthrown by ISIS. However, Since Turkey is Sunni like ISIS is that is less likely to happen (at least right now). More likely ISIS will regroup and attack Assad and Iran and do terrorist hits in Europe instead.
Why did Trump allow this to happen?
I think in order to please Putin Trump did this and also in order to create a news smokescreen to divert attention away from his impeachment which is likely going to take place in the next 6 months or so. To understand how Trump thinks it's sort of like a magician or used car salesman trying to divert your attention to other things and away from what he doesn't want you to think about.
