The problem with Public Schools in California

Regarding Governor Gavin Newsom signing a law where public schools cannot open before 8 AM in California.

The problem was that since California's public schools (the money they receive) is based upon attendance of students and nothing else that parents were often being fined or put in jail because their children were tardy or absent one time too many. I have always thought how California public schools operate in this way was ridiculous because it cannot help put parents in fines or in jail they way they do this.

Even in 1980 when an 8th Grader broke a 4th grader's jaw when they had too many children in the Sisson Elementary school in Mt. Shasta and moved the 4th through 6th graders to the junior high we pulled all three of our children out of public school in protest and home schooled them for 5 years through:
