We were all raised to believe that ONLY Criminals wore masks in the Western World

Whereas people in Asia wore masks just to protect themselves from bad air and air pollution in general where the particles often could almost kill you because they were so big. I considered wearing a mask while I was staying in Seoul, South Korea one of the times I flew there myself. Only in Jeju island at the bottom tip of South Korea was the air nice all the time I was there which is sort of South Korea's Hawaii to some degree and the culture there reflects this vacation atmosphere.

Because the air comes blows over from Beijing across the Yellow Sea there directly at Seoul, South Korea in the prevailing winds. So, the air pollution in Seoul can be pretty horrific according at least to U.S. or Western STandards of air you actually might want to breathe. My son always had an 24 hours a day Winix Air filtration system running in his house to filter out air particles that might be a problem for one's lungs while living there too and often got used to wearing a mask when going outside in some bad air conditions.

But, here in the U.S. and Europe and England only Criminals wear masks while robbing stage coaches in the past or robbing banks now. So, there is a lot of resistance to wearing masks in public, especially among blue collar people who might be less adaptable than world travelers who have been in situations in other cultures where not wearing a mask might put your health in danger or endanger the health of your whole family.
