Mostly they tend to be camera observers of a particular situation but are capable of a certain amount of mobility (even though this would be limited by the battery power they are running on. (even though if they had solar cells) or the ability to talk enough to check themselves into a hotel to recharge using 110 AC or 220 in Europe.
But, robots and androids ARE a threat to all governments on earth for a variety of reasons. It doesn't matter whether these androids or robots are from earth or somewhere else they often are a threat to the stability of governments everywhere and result often in mass deaths from starvation.
So, even though these androids and robots are usually not personally a threat to you they are a threat to millions of people like the 250 million people on earth expected to starve to death because of coronavirus during the next 12 months time.
