No. They would be most likely an android or robot who can instantly take on ANY form from a human to an animal to a rock to a tree to a car or truck. This would be useful to them in staying anonymous.
Also, if animals or humans needed to be thinned out they wouldn't want a human with a conscience to have to do this so it's better if an android or a robot without feelings just acts logically and rationally doing this without any feelings at all. This would save the pain of a being like a human with culture and consciousness and a conscience having to be involved.
The robot or Android would be given certain parameters within which to function to maintain the ecology of earth. But, sometimes this goes astray when some species complain and earth winds up overpopulated like we are now. So then, viruses and pandemics and plagues might be allowed to happen to thin different species out down to a more manageable level worldwide to attain the balance wanted or needed by the galaxy to keep earth's ecosystem thriving for as long as possible (millions and millions of years) into the future.
The galaxy tends to think in 100 to 200 year increments. This would make complete sense to me in regard to earth right now.
They would know that only around 1 billion people maximum is sustainable for thousands to millions of years.
In the year 1804 humans first reached the 1 billion mark so here we are 200 years later being thinned out down to maybe 1 billion or less again by 2100. So, this makes complete sense in how the Galaxy works in up to 200 year increments managing planets like earth to keep species populations in balance with the ecology.
