Portland is still being hit by rain but it's starting to move south to Eureka area in California

 By Tuesday it is supposed to hit as far south as the San Francisco Area (the Atmospheric River) and then likely slowly hit the whole state after that.

By Wednesday it's supposed to hit Santa Barbara as you can see:
