I can see why a Federal Judge would get involved simply to protect the Government employees who are being lied to regarding these buyouts. Musk and Trump have NO legal financial authority to authorize these buyouts at all. Only Congress has the power to do this. So, if or until Congress agrees to these buyouts they are illegal and unworkable and no one is going to be paid at all.
However, it's also true that only 2% of the Federal Workforce are stupid enough to take these illegal buyouts in the first place.
