Only Congress has the power to make financial promises. It's true in an emergency the president can commit the military to defend us for a short period of time. But, even then, he has to ask Congress for money eventually and they can just as easily just say "NO!" as anything else.
All these Executive orders regarding anything financial are ridiculous if the Congress doesn't enact legislation to pay for any of it at all. So, all the executive orders in the world are not going to bring 1 penny into whatever they are about. Maybe military actions at the border if he declares some emergency might be allowed but not anything else.
Mostly these Executive Actions are to demonstrate on Camera that he is doing something when in reality he really doesn't have the power or powers he professes to (UNLESS THE Congress and the people allow him to).
So, in reality it's just publicity for a photo shoot in some ways and that's all.
People less educated might believe something else is going on but this is the way the separation of powers in our government actually works.
The Legislative and Judicial Branches are designed specifically to counter the power of a president out of control like this one.
Otherwise, all our presidents could be Nazis like Hitler became when he destroyed the German Democracy in 53 days.
