If you live in California you know this quite well. It's sort of like someone from New York Telling Californians how to be Californians. It makes no sense at all unless the person in New York Grew up in California in the first place. Why? Because you have to live here to really understand what is going on here.
For example, there are two major problems right now, one is P,G&E mis management of their resources and the 2nd problem is global warming itself which is going to make it impossible soon to get ANY fire insurance in Southern California or places like Paradise ever again and a few other places. For example, even in Santa Barbara AllState and STate Farm and Farmer's insurance and most of the other American Companies NO LONGER INSURE for fire insurance Houses in Santa Barbara and other areas in southern and Northern California because of all the fires and people are having to go to companies like Canadian companies for Fire Insurance or to pay around 6000 dollars per year or more to get it through the state of California direct. I have friends in northern California after the paradise fire that can NO LONGER BUY insurance (fire insurance) at ANY Price. So, they just hope a fire doesn't burn them out before they are allowed to buy fire insurance once again. So, people who own houses and land are sweating bullets all over the state now.
So, Trump on many different levels has no idea at all what he's talking about because he isn't a Californian in the first place, he's a New Yorker and now New Yorkers have rejected Trump so he is moving to Florida to save himself $13,000 a day in state Taxes or thereabouts because Florida doesn't tax income like New York and California do. (which is why New York and California actually have an infrastructure in place and many or most less affluent states don't.) You get what you pay for.
