This is the kind of thing that happens around the world where infrastructure is unprepared for this level of disaster. This was sort of another Hurricane Sandy with a much higher death toll because of it's location. If you are somewhere and water is coming by taller than a coconut palm it means you cannot climb a coconut palm for safety. So, if you don't either have a boat or a mountain to climb quickly nearby you are dead.
