Imagine someone like Saint Germain being Arcane like I write about. Would governments know about him? Likely not. Because if he were a member of the Galactic Time Guard no one really would be allowed to interfere with him in anything he did.
The reason for this is that the Galaxy operates slightly differently than governments do here on earth, they don't kill anyone ever, if someone interferes with them they just make that leader having never been born. This is much less messy than harming a whole group of people. Imagine a leader is interfering with the survival of a planet. It is much easier to prevent his or her birth than to kill hundreds, thousands or even millions of people in some kind of planet destroying holocaust.
So, as you read (if you haven't already) about Arcane as Saint Germain through several of his lifetimes think about how the galaxy actually keeps planets from nuking out across the galaxy.
Ever since our ancestors nuked the Asteroid Belt Planet, Maldek out of existence that kind of freedom to do that with that kind of treaty has been eliminated from the Solar System. So, though people on earth can own their timeline they cannot own their planet and nuke it out of existence and have it stay that way anymore according to Galactic Law.
Whether you see this as science fiction or just as a fact is okay with me either way.
