The first is an enlightened master. IN Tibetan Buddhism they call this "Turning the Dharma Wheel" other religions and philosophies that believe in enlightenment or mastery have slightly different names for it. But, all of this is "Spiritual technology" based upon the idea that: "Whatever you do to others you also do to yourself along the way". So, if you harm others you are equally harmed and then you die.
Then there is electronic and digital Time alteration (and other such technological means. I personally prefer a master doing the changes simply because a master is more likely to be in touch with the best interests of all beings int he past, present and future.
Whereas technology can wind up being "Almost anything" and do anything to anyone.
But, understanding that time traveling digital and electronic technology also exists is important to anyone who considers themselves to be enlightened or on their path to enlightenment.
