The National Weather Service in Lake Charles has issued a

* Flash Flood Warning for...
  Jefferson County in southeastern Texas...
  Hardin County in southeastern Texas...
  Orange County in southeastern Texas...
  South central Jasper County in southeastern Texas...

* Until 915 AM CDT Sunday

* At 121 AM CDT, Doppler radar indicated a large area of
  thunderstorms producing heavy rain across the warned area.
  Widespread 3 to 6 inches of rain have fallen, with a few location
  across Western Jefferson county with 6 to 9 inches of rainfall.
  Flash flooding is expected to begin shortly.

* Some locations that will experience flooding include...
  Beaumont, Port Arthur, Orange, Nederland, Groves, Port Neches,
  Lumberton, Vidor, Bridge City, Silsbee, West Orange, Kountze, Sour
  Lake, Nome, Evadale, Central Gardens, Thicket, Saratoga, Hamshire
  and Wildwood.

The large area of showers and thunderstorms is slowly spreading
east. Additional rainfall amounts of 3 to 6 inches are possible in
the warned area through daybreak.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.
Residents living along streams and creeks should take immediate
precautions to protect life and property.

  The Sabine River Near Deweyville.
* from Monday evening until further notice...or until the warning is
  cancelled.
* At  7:45 PM Saturday the stage was 22.8 feet.
* Minor flooding is forecast.
* Flood stage is 24.0 feet.
* Forecast...rise above flood stage by Monday evening and continue to
  rise to near 24.5 feet by Wednesday early afternoon. This forecast is based
  upon 72 hours of expected precipitation. Further rises based upon
  continued rainfall are possible.
* Impact...At stages near 25.0 feet...Lowest roads beside the river
  flood around Deweyville and subject to being closed. In addition,
  low-lying roads in Southwest Beauregard Parish are flooded
  including Robert Clark Road. Flooding occurs on the south side of
  Niblett Bluff Park with access roads to camp houses cut off around
  the park. Access roads to the river in Northeastern Orange County
  become flooded.
* Impact...At stages near 24.0 feet...Minor lowland flooding will
  occur.
* Impact...At stages near 23.0 feet...The river is at bankfull
  stage.

  precipitation. Further rises based upon continued rainfall are possible.
* Impact...At stages near 5.0 feet...Low spots on South Perkins
  Ferry Road have water on it. Water is over some boat docks on South
  Perkins Ferry Road and over boat ramps at Sam Houston Jones State
  Park. Extensive marshland flooding will occur upstream and
  downstream from the park.

  storm surge and 72 hours of expected precipitation. Further rises based upon
  continued rainfall are possible.
* Impact...At stages near 6.0 feet...Significant flooding of
  numerous recreational camps and homes will occur. River Road and
  much of Mims Road are impassable.
* Impact...At stages near 5.5 feet...Access roads including River
  Road in North Lake Charles and Mims Road in Westlake become
  impassable to some vehicles.
* Impact...At stages near 5.0 feet...River Road in North Lake
  Charles and Mims Road in Westlake are flooded. Extensive marshland
  flooding will occur.
* Impact...At stages near 4.5 feet...Water covers portions of River
  Road in north Lake Charles.
* Impact...At stages near 4.0 feet...Minor marshland flooding
  occurs. Flooding also begins on River Road in north Lake Charles.

This Hazardous Weather Outlook is for portions of Southeast
Louisiana...South Mississippi and the adjacent coastal waters.

.DAY ONE...Tonight

Any weather hazards tonight in the outlook area will be
associated with the outer fringe affects of distant Tropical Storm
Harvey. A long period swell train emanating from Harvey across
the north Gulf will produce higher than normal swell heights in
the coastal waters today that should begin to dampen somewhat
later today. There is still a risk of rip currents on the barrier
islands and the few beach heads of the Louisiana coast.

.DAYS TWO THROUGH SEVEN...Sunday through Friday

Bands of thunderstorms well away but associated with Hurricane
Harvey may impact mainly southwest portions of the outlook area
Sunday, possibly spreading farther north and east during the
week.

Depending on the eventual track of Harvey, the area may
experience prolonged heavy rainfall that could result in flooding
Sunday through at least Thursday.

Please remain weather alert regarding the progress of Hurricane
Harvey.

Harvey made landfall last night and has moved inland very slowly.
The majority of the rainbands continue across the central Texas
coast with this region this morning getting brushed but the outer
bands. A Tornado Watch continues for Jefferson... Hardin... and
Orange counties in southeast Texas. Rains will continue through
the day and into tonight.

Harvey is expected to bring bands of showers and isolated
thunderstorms across the region through the weekend and into next
week. Rainfall will be heavy at times and flooding of some

...Heavy rains from Hurricane Harvey may bring area rivers to
flood...

Hurricane Harvey, as of 7 am CDT this Friday morning, was
strengthening while approaching the Texas coast. Currently most of
the heavy rain is confined to the West gulf waters, and should
continue to be the case for much of today. Harvey should make
landfall somewhere along the central Texas coast tonight but then
slow its forward progress and become more erratic and less
predictable in its track and strength over the weekend. It does
appear however that as Harvey slowly weakens, the wind and rain
affects will expand several hundred miles from its center.

The outer rain bands, and perhaps the larger core of Harvey, will
spread into southern Louisiana over time by the weekend and for
much of next week. Rainfall accumulations over several days are
expected to range from 5 to 10 inches, but depending on where the
bands set up and persist, some swaths of higher amounts double
these values could occur. This prolonged period of heavy rainfall
will likely result in flooding of several rivers and streams in
south Louisiana and possibly into southern Mississippi.

While river flooding is not imminent at this time, nor likely
through early Sunday, river flooding could occur during next week.
The river systems with the greater threat of flooding appears to
be the Amite-Comite Basin, the Tangipahoa and Tickfaw Rivers, and the
bayous and tributaries that drain into the coastal bays of
southeast Louisiana. Of lesser threat, but still with a potential
of flooding: Tchefunte, Bogue Falaya, Lower Pearl River, and Wolf
Rivers.

If you live near a river or stream, pay close attention to the
latest forecasts and river statements. Currently no flood
watches or warnings are in effect. The area rivers have some
capacity to handle the first few inches of rainfall, but will
swell as the rains persist during the week. Flood watches and
warnings may be issued at a later time as the forecast becomes a
little more certain and events unfold regarding the future of
Hurricane Harvey in coming days. Meanwhile, review your
preparedness plans and be prepared to put them in action when
conditions warrant.

Areas of scattered light to moderate rain associated with an
outer band of Tropical Storm Harvey continues across portions of
Deep East Texas and central Louisiana. Rainfall amounts of a few
tenths of an inch to near one-half inch may occur with the
heaviest activity. Stronger storms may produce deadly lightning,
gusty winds, and downpours. Precipitation may linger through
tonight with light to moderate rainfall expected. Motorists are
urged to use caution as wet roadways could result in slick
conditions, and look out for water across poor drainage roadways.
