Why?
Because people who would normally be in position in the government to handle this just are not there.
Why?
Because Trump hasn't hired them for those offices.
So, what will happen?
It could be a complete ClusterF--- as a result much worse than Hurricane Katrina was.
So, this is the first real test of President Trump. If he's no good in a disaster you can bet Republicans are going to join Democrats in getting him out of there fast at that point. So, hundreds or thousands of deaths from Hurrican Harvey likely would drum Trump right out of office because of this and everything else he has already done wrong so far.
