You won't be able to prevent them being developed in 2nd and 3rd world nations anymore than you can prevent ISIS or Al Qaeda Bomb makers making custom made bombs that fit into laptops or printers or Ipads or even cell phones.
And even then I think the military in the U.S. and Europe will develop them secretly anyway to combat the custom made ones by terrorists all over the world.
So, if one thinks about these things sort of the way we view criminals or terrorists this likely is the best attitude. One must deal with them as they arise one by one over time ongoing.
