Flooding has been the most devastating in Brazoria County Texas
This is because Beaver Bayou which goes right through the mayoral seat of Houston has to drain into the ocean and the only way it can drain into the ocean from that point is to go directly through Buffalo Bayou to Brazoria County on the way to the ocean. Since the levee broke from all the bayous and rivers overflowing this just made things 5 to 10 times worse between Houston and the ocean given the topography of the area between the Center of Houston and the ocean.
