It sounds more like a torpedo than a mine hitting Tankers
The Japanese owner says it wasn't a mine, it was a torpedo. How many nations have torpedoes? Does Iran have Submarines? If it isn't Iran who wants oil prices to raise? Russia would be my first suspect, my 2nd suspect might be China but they need oil too. So, Russia would be my prime suspect with Saudi Arabia being my 2nd suspect. But, I don't know if Saudi Arabia has torpedoes?
