I think people are having trouble getting from Kahului to Lahaina

The main Airport on Maui is Kahului Airport where planes land from all over the world. So, if people rent a car and expect to drive to Lahaina side they might be blocked by road blocks and fire engines trying to get there. This morning on the beach and bay where we are presently staying  there are about 90% less people on the beach which likely means people can't get here from the main airport. However, if people flew into West Maui Airport and if they could get a rental car or taxi there it would still be possible to be on Lahaina side of Maui.
