Any way you look at it China winds up responsible for at least 406,000 deaths worldwide so far. IF you consider that this number to be those tested then you have to multiply this by 3 which makes them responsible for at least 1,200,000 deaths so far worldwide when you include the non-tested and the tested that died.
Will China ever take responsibility for this?
No! This isn't a part of what they ever do or ever have or likely ever will do.
Knowing how they operate and always have you know who you are dealing with long term.
