How many Galactic Citizens are there on earth at any give time?

At least 10,000 Galactic citizens are on in in any given time. However, they appear to be of every nationality here on earth and carry passports from many nations.

What is the penalty for harming a Galactic Citizen?

The basic rule goes something like this: Because most Galactic Citizens  on Earth likely are a part of the Galactic Government in some form if any human or other alien harms a Galactic citizen his or her birth is prevented through time alteration.

In other words if a Galactic Citizen is killed or someone intends to kill a Galactic Citizen the person ordered to do this and the person ordering this will never have been born and if necessary the Galactic Citizen will be brought back to life through time manipulation. The same thing is also true with the maiming of a Galactic Citizen or the alteration of a Galactic Citizen physically or mentally without the express permission of the Galactic Citizen.

Though this is very simple the way I have written it, it is actually far more complicated than I can write about.

You might wonder what I'm talking about.

It is standard procedure by the Galactic Time Guard to eliminate permanently from time any person (human or otherwise) who harms a Galactic Citizen in any way. This is done by temporarily sterilizing the mother through time travel during her pregnancy so the pregnancy ends before birth can arrive. So, it isn't painful for a human being in that often the pregnancy is prevented even before it happens by preventing coitus between the parents. Although in reality it depends how humane the being carrying this out would be towards humans or aliens also because the people doing this would be considered a form of Galactic police officers and seldom would be human beings doing this.

Also, because time travel is less difficult for robots or androids to endure than humans or other beings often robots or androids of various kinds are used to carry this out in reality.

The thinking behind all this goes something like this. By harming or killing a Galactic Citizen that person or persons has caused a problem. So, the solution is to prevent those people or aliens to ever have existed at all on that time line. So, no one should miss them because they never existed in a human or alien body here on earth.

This is how the Galactic Thinking goes. However, in reality I have heard of 1000 or more people in a human government on earth eliminated from time because they were ignorant of what they were dealing with.

The Galactic point of view would be this: Ignorance of Galactic Law is no excuse.

In other words if you interfere with a Galactic Citizen fulfilling his or her duties here on earth you disappear permanently from your time line never having been born. And no one will ever miss you because you were never even born.

This seems to be an important thing to say about now here on earth with governments like Russia and China running amuck like they are presently regarding Coronavirus.

Also, a baby can be born a Galactic Citizen here on earth and his parents may or may not be Galactic Citizens also. So, this also can get very very complicated along the way.

So, all governments right now especially are walking into a real minefield regarding coronavirus in these times in regard to Galactic Citizens staying alive or being brought back to life by the Galactic Time Guard.

For example, what if someone sought to end 1000 Galactic Citizens lives in any country on earth by any means now?

You might see 10,000 or more people suddenly disappear from time wouldn't you because they wouldn't know at all what or who they were actually dealing with?

But, you wouldn't see them disappear because no one would know they were ever there.

You might say, "How can people mess with time like this?" Well, the Galaxies of the universe have been at all this for at least billions of years so far, so all the kinks are out of this method over time for sure.
