New Coronavirus cases: The U.S. versus Europe

I'm looking at a graph here where around April 1st we were the same as Europe but then they got their coronavirus relatively under control (as far as new cases go). So, for all of Europe (this is more people than the U.S. by the way) they had around 10,000 new cases for every 7 days from around May 1st until now.

Whereas the U.S. took off around the end of July to around 70,000 cases every week while Europe has remained around 10,000 cases per week. Why is this?

I think it is Trump's not wearing masks and asking people to take off masks even though it isn't safe to do this. I think Trump is afraid of people wearing masks. This likely is it.
