It's certain that Warnock has won and other democratic Candidate very likely has won also. So, this means that Harris will be the deciding vote in the senate now for anything the Senate and house want to pass and sign into law.
The biggest reason the two Senators elect likely have won is Trump himself. By him putting down the election himself there in Georgia he has suppressed the Republican vote to the point where the Black vote appears to have put in Warnock and the other Democratic Candidate.
