Dragon in Asian Cultures often means a King or Enlightened One is both Enlightened and or powerful or both.
The European concept of Dragon was that Dragons should be killed but in Asia Dragons could be considered to be Good, neutral or bad but culturally people associated with Dragons were always seen as very very powerful not just physically but also supernaturally and spiritually. So, then, it was about whether a Dragon was useful to the community or not mostly.
So, in this sense spiritually powerful men or Kings or both were often seen as Dragons in Spirit.
