What they had in common is both had and have very corrupt governments. Another cultural difference in Afghanistan historically is that armies change sides a lot. This is partly because they don't want to be killed. For example, if you shoot at a Taliban ever or stand against them even if you surrender to them you will be killed (just like that). So, if you want to survive you have to take off your uniform and have civilian clothes to have any chance of surviving the Taliban because if they find you have ever killed any of them for any reason you will be killed.
So, from this perspective it isn't hard to realize why the Afghan Government Army collapsed so quickly because the only way to survive the Taliban was to take off the government uniforms and wear civilian clothes or just change clothes into the Taliban garb and join them outright.
Americans and Europeans don't understand this much but for people in this part of the world (which is a part of the Middle East mostly) they do understand this is the way it has been already for thousands of years there and it really hasn't changed.
