The Alisal Fire is mostly burning through Cattle Ranches and wilder country north of Goleta and Santa Barbara

 There are very few people who live there other than ranchers on large tracts of land. However, once the fire burned to the ocean it didn't go out yet and it is now creeping sideways in a southerly direction (the part that wasn't put out when it hit the ocean. Other questions I have are like: "Did any of the train trestles burn down like they did near Weed which shut down the trains between Eugene and Dunsmuir for months from the Lava Fire up on Mt. Shasta?" If the train Trestles burned down because often they are made of wood unlike freeway Trestles which are usually made of cement and steel which cannot burn down except for the Wood used to display freeway signs here in California. So, if any Railroad trestles burned down the Surfliner Amtrak won't be running for months until the trestle or trestles are repaired or rebuilt entirely. 

In the case of the Eugene to Dunsmuir Amtrak they used Buses from Eugene south to wherever they brought the Amtrak Trains to. And they had to reroute all Freight trains from Eugene over to Reno and up over the High Sierras to Sacramento to points west and south while they rebuilt the trestle that burned down near Weed California near Highway 97 there.
