Two people died in a submerged car in California, parts of the Pacific Northwest faced the rare prospect of snow on Christmas Day, and fierce winds were forecast in New Mexico as winter storms swept across the western United States.
In parts of Seattle and Portland, residents were bracing for an unlikely white Christmas, according to the National Weather Service. High winds could knock out power lines in New Mexico. Rain in the Phoenix area could make roads slick and treacherous for drivers.

What I'm thinking happened is that this was an underpass that had over 6 feet of water collected in it. The San Francisco Airport runs the pumps that clear this underpass. People hit it at too high a speed and were likely knocked out by the impact of the water they obviously didn't see. In their unconscious state they then drowned.
Snow in Portland is unusual and my son lives there but lives in a flatter area. I'm glad my younger daughter moved away from there because the snow would be a problem because she lived on top of a mountain next to Portland and the roads were and are dangerous when it snows.
