So, imagine now that most people don't have air conditioners and that you as a tourist might not have an air conditioner in your room either (unless you ask for one) and then does that air conditioner actually work? Though Europe in General is a lot like the U.S. in regard to energy, all energy is much much more expensive there for a variety of reasons. The main reason is that all or most energy that isn't solar, wind, or geothermal or Nuclear has to be imported from somewhere else (like Russia or the U.S. or the Middle East. ) So, expecting that you are going to have an air conditioner in your hotel room is very very iffy at best if you are traveling anywhere in Europe.
