The Salinas River will reach flood stage by Friday the Weatherman said:

By the way people up and down the Salinas River have had to evacuate already, some by rescue Helicopter when their only bridge out was washed away.

The Newly installed Monterey Sheriff who is a lady said that we should all remember 1995 when the Monterey Peninsula became an Island for a few days because of flooding then. In other words for a few days there was no way on or off Monterey Peninsula but by Plane, Helicopter or some kind of boat or ship or raft, that's all.
So, it might do this again by Friday where Highway 1 and 101 will be cut off to the north of the peninsula and Highway 68 will be cut at River Road and Highway 1 towards Big Sur is already closed at some point. So, this means if 1 to the north and 101 are both cut off from flooding from the Salinas River like in 1995 there will be no way off the Monterey Peninsula except by boat or plane or helicopter at that point.
