Could a lesser event do less damage? Of course. But it is predicted that a Carrington Level event will cost 2 trillion dollars in Damage if it occurred right now worldwide. If it had hit earth (as it nearly did) in 2012 we still would be trying to repair the damage now to human civilization regarding everything electrical.
However, as my father would say: "A miss is as good as a mile!"
Which is also true. But, like I said: "Earth getting hit by another Carrington Event is not an IF but only When."
