I personally believe it was by an individual or a terrorist Group and not by any single government on earth (unless it was a group of governments like at the United Nations that saw no real alternative to human extinction caused by overpopulation.

So, Yes. This could have been done by many nations working together to prevent human extinction in the 2080s and 2090s as foreseen by Time Traveling cadres associated with the United Nations who travel forward in time to prevent nuclear blasts after they happen so we don't have to experience them. In other words they repair time. So, though you might dream about the nuclear blasts that kill you, you wake up and they didn't physically happen because after you blew up they were corrected and then you woke up and were okay on this present corrected timeline.

Likewise, these groups that travel forward in time might have seen that humans went extinct in the 2080s or 2090s if Hillary Clinton was a nicer president and let more people live here on earth.

But, they also saw if they put Trump in place that almost everyone dies (but also that when every one dies from Trump's selfishness it also prevents human extinction at least in the 2080s and 2090s.

However, when I presently look forward in time everything has changed and the human race doesn't ever go extinct now from overpopulation because so many humans will die during this century and the next from pandemics.

So, just like wars used to be a population control device for mankind, now because of nuclear weapons which cannot be set off and let stand, pandemics that are created by the United Nations are seen as a Random Act of God and a fairer way to thin out the human race.

However, it still makes me very sad to see people who are loyal to Trump being the first to die as he tells them not to wear masks.

It's sort of like telling your children to go "Jump off a cliff and die".

Someone telling you not to wear a mask is not your friend or the friend of ANYONE in your family or circle of friends.

It's sort of like telling people "You cannot eat any food because it's political now!" Because then everyone would starve to death who listened to that.

What's really the difference now in telling everyone not to wear a mask because it's political?
