This is what I surmised from things I read the last 6 hours or so on the Internet. However, this is the first time an expert said what I realized from reading reports already. 

Basically, what he is saying is what I have been saying all along. At least for the next 1 to 5 to 10 years this threat is greater than Putin and ISIS combined. In fact, unfortunately, Putin and ISIS because of their natures likely will greatly benefit from Ebola around the world because resources like military will have to be shifted to protect the billions of people around the world now from getting Ebola. And already there is a 50 50 chance that it is already too late for that over the next 1 to 10 years.

For this reason I likely suspect Putin or ISIS as weaponizing Ebola more than I would suspect the U.S. or other countries. The only other country that one might suspect of this would be China. The one reason China might be suspect is that they could lose 50 to 75% of their people and still take over the whole world during this Pandemic as it spreads. I don't think China actually wants to have to govern the world. What they want is economic domination of the world which is different. However, someone like Putin's culture would want to actually politically dominate the world so that Russia controlled the whole world on all levels. 

So, seeing this as an instrument of the New Cold War might be useful in understanding what is happening here now in Africa and soon to be (within a year) in most of the rest of the world the way this presently looks now.

So, from this New Cold War point of view the point wasn't to kill Africans, the point would be to kill everyone but your own nation sort of the way Native Americans died from Smallpox (sometimes up to 90% of them) so white people didn't have to fight native Americans much to colonize the U.S.
