The cause of Ebola getting so out of Control?

I was reading the last article regarding Ebola getting so out of control. I agree with all the reasons stated in this article. However, in addition to these reasons there are many more:

For example:
The Great Recession dried up Middle Class Donor funding worldwide, especially in Europe, and the U.S. In fact, it could be said easily that the middle class in the U.S. and Europe has basically died.

The second factor here not mentioned is the distraction of Putin, then Syria, then Assad, then ISIL, all of which are interrelated in a way.

People were so focused on these seemingly bigger problems that they let Ebola slip out of the Media limelight.

Next, ISIL and Ebola are instruments of depopulation of the Middle East and Africa. You can make what you want to of this fact any way you want to.

The U.S. is exhausted from spending too much blood and money and getting nothing really in return ever since 9-11.

I think Obama not sending in Ground troops is the best idea ever because ground troops would only be shown on TV being beheaded and tortured and the U.S. and Europe couldn't deal with that at all.

So, airstrikes and possibly tactical nukes like Neutron bombs might be where we end up with ending ISIL sometime in the next 10 or 20 years. But, I don't think European or U.S. Armies are going to be doing the fighting there.

So, what are the causes really of Ebola getting so out of control?

The world has been such a mess from 9-11 onwards that there is no longer funding or organization to deal with ANY big outbreak of any kind of infectious disease from Flu to Ebola worldwide.

This is a fact. Anything else people tell you likely is a fantasy at this point and said to comfort mothers and children worldwide. But, anyone with the capacity for critical thinking knows civilization itself is only hanging by a thread at this point worldwide.

However, civilization has ALWAYS been hanging by a thread worldwide.

So, is the glass half empty of half full?

Your choice.
