It's really hard to say at this point. This could be true because of the Sunni Shia divide not only in Iraq but now throughout the Middle East. Sunnis and Shias are at each other's throats in almost every single middle Eastern nation. For example, if Shia Militias massacre Sunnis left alive in Ramadi when they try to take back Ramadi then definitely, The Iraq government is over likely no matter what any country even the U.S., Great Britain or Canada do at this point.
So, it all depends upon who massacres who and what people find out about it in the news.
