A Neutron bomb is different than other nuclear weapons. It's purpose (theoretically) is not to destroy things but rather to kill everyone in an area. So, radiation is it's purpose to kill a whole lot of people, animals, birds, insects from radiation while leaving structures intact. So, what dies is all people, plants, birds, animals, insects in an area and leaving structures intact.
Note: someone recently was describing why people die from radiation. They said that people die from radiation because the probiotics in their intestines die and without those probiotics to properly process food you basically starve to death. So, if you are in an area where there is radiation taking probiotics so you can continue to process food might be helpful
