Could a Windmill or a steam engine be considered to be a robot?

I guess it would depend upon your point of view. Once we could harness the wind or water moving or steam or another power source such as springs that could be wound up or weights lifted and then slowly falling as in large clock towers then I guess we could have been capable of making some sort of rudimentary robots as well if you want them to be in the shape of a man or woman. To build a robot can be mechanical or mechanical with electronic motor assists or it could be hydraulic if you want to lift great weights like a back hoe or crane does. It all depends upon what you want that robot to do and when (what time of day).

For example, you could build a robot with all solar cells covering it's body that only could work during the light of a sunny day (like on a farm somewhere). I think in the future this will be more and more common because of more and more efficient use of energy from the sun and energy from wind and water over time.

For example, many people use trickle feeds of water up into the air above buildings great distances to refill water tanks because this is relatively easy to do. So, water can be traveling up 1 to 4 to 10 stories in height through small tubes whenever the sun is out and then people in that building or near that building with a water tank on top can have water whenever they need it. But, the water is only replenished in the tank when the sun is out through trickles of water through small tubes which is an easier way to lift water in constant feeds of water during the daytime while taking very little power to do this.

However, this all depends upon how fast a the water in a water tank is consumed through gravity feed
on a daily 24 hour a day basis.
