Why were there no cities in California when Spain first arrived?

My thought is there might have been cities: "for example, colonies from Russia or China or other Pacific nations between the time of Christ and 1861. But, they would have been washed away in the Arkstorms of

A.D.: 212, 440, 603, 1029, c. 1300, 1418, 1605, 1750, 1810.


So, because of these Arkstorms any cities built at the mouth of any River (like Sacramento in 1861 and 2) would have been flooded possibly away. Even in 1861 and 1862 the California state government was moved (by Boat) to San Francisco From Sacramento because San Francisco is built on hills that won't flood in a flood plain like Sacramento can.

So, if Global Warming has not changed these cyclical conditions of Super Atmospheric rivers periodically it is logical to assume that at some point the Sacramento River will once again be 20 miles wide for 6 months time in the near or far future like it was in 1861 and 1862. If you take the average amount of time between these above listed events by year we are already due (average wise for another event like this (unless this periodic event has ceased because of Global Warming changes.)
