How did this happen? I believe it was March 16th that 5 cities including San Francisco shut down in the greater SF Bay area. Google and Facebook and many .Comers supported this too as well as people in general who had been studying this intently from Washington to California especially after the Kirkland disaster in Washington. Also, people are not as obese and don't smoke as much in the SF Bay area either and the air is generally clearer coming off the ocean after being cleaned by storms for 6000 miles too. So, people's lungs are usually doing better and people are healthier in the SF Bay area than in other parts of the country and have more active lifestyles of Jogging, walking, hiking, biking etc are more common in California in General and so people are also because of all the fun exercise year around they tend to be in better shape than many other parts of the country too. This is also true in Los Angeles and San Diego and Sacramento and other areas of California too.
But, the biggest reason is shutting down a month or more before many other states shut down.
