Because if you are compassionate towards all beings you don't want to kill them. Instead they are all your children and grandchildren and you want to help them and teach them to survive whatever comes. So, embarking on a compassionate path is ultimately powerful because all life in the universe watches you. The universe wants good and compassionate leaders and eventually allows the rest to die by their own karma when it hits.
So, if you actually can be responsible with power given you and you actually help all beings like you promised to then you are given more and more power over time.
The rest of the people are either killed or driven insane by the misuse of power at some point.
No one has to do anything to them. They all are committing suicide and don't realize it until they are dead or insane. Bad karma can be seen as suicide because that is what it does. If you harm others it causes your own death and your insanity first.

Do you know what Coronavirus actually is?
It is the karma of all human beings for all the life on earth they have killed or destroyed.
And if they keep on killing the plants and animals of earth beyond a certain point humans will go extinct in a 100% killing pandemic sometime during the next 500 to 1000 years.
But, it is much more likely that we would get a 95% killing pandemic and die off mostly like the big dinosaurs did with just things like whales and small horses and lemurs and a few humans remaining or something like that.
But, likely technology might be lost for another 10,000 years under those circumstances and then we would have to go through the last 10,000 years all over again. So, hopefully the human race learns something before then.
