I don't remember reading about the conflict at the time but any time two armies attack each other it can create a situation where a war time conflict has begun.
Neither side has formally declared war on the other and I don't think this will happen anytime soon.
However, both are posturing and preparing for future conflicts.
Could the U.S. be drawn into a war on India's side?
That's quite possible along with the European Union and Great Britain and other countries like Australia and New Zealand and Canada. It's possible even Japan and S. Korea would be on the side of India as well.
