Where I live in California there is probably enough rainfall north of about Ukiah and maybe Williams or Red Bluff. But, south of there we have about 10% to 20% of normal rainfall. Recently, a fire started that shouldn't have started this time of year. So, anywhere south of Ukiah or Red Bluff there can be one or many fires now throughout the state without enough rain. This is a worry because without enough water it is difficult to even put out any fires that start at this point. However, most places haven't moved to water rationing (YET) because we still have enough water in most parts of the state for now. When the lack of water will hit hard is between August and October of next year during the worst part of the Fire season for California.
Could we get rain still? That's possible but not likely to get more than 50% to 80% of normal rain fall between now and June 2021 simply because there has been no major rain to speak of since last May of 2020 already.
