This would also change the climate east of the rockies as well and to some degree Europe as well and to a lesser degree Asia as well.

But, let me tell you a true story about the French Revolution from 1789 to 1799. Pyroclastic glass in the atmosphere from Icelandic Volcanoes actually caused the French Revolution in the first place.

You might ask: How?

The Icelandic Volcanoes going off and the resulting pyroclastic Glass clouds so reduced the sunlight onto France in those times because of prevailing winds that people who were middle to lower class starved to death and only the very richest people had food at all. This was the main cause of the French revolution and this is also why the Marie Antoinette statement of "Let them eat Cake" pissed people off so much because they were starving. 

The end result was Robespierre who invented the guillotine which chopped off all of the aristocrat's heads including King Louis XVI and his wife Queen Marie Antoinette and eventually they beheaded Robespierre on the very instrument he had invented himself.

So, even though seeding pyroclastic glass in the atmosphere thereby mimicking what happened in France before the French revolution would greatly reduce the heat in the western part of the United States, it could also cause other problems as the air moved from the west to the east and then to Europe and Asia as well.

But, it might solve the heat and drought problem in the west of the United States.

In order for ANYONE to survive here on earth ideas like this that are desperate ones might need to be used so that ANYONE survives here on earth eventually because of global warming and climate change regarding the greenhouse effect we are all experiencing now here on earth.
