The government is doing this to prevent any more fires because they just don't have personnel to fight any more fires than they presently are fighting in California. So, if more fires start they won't likely get put out this summer or fall.
So, around Mt. Shasta at least you cannot drive up to Panther Meadows or drive up to Castle lake because all these roads are now closed until the fires are put out.
