Palm Trees live in warmer climates and provide a different ecological nitch than other trees do. So, I'm not sure trying to replace palm trees with others is a good idea actually. It doesn't make any sense to me at all.
Forcing things to be something other than they naturally are often creates worse problems than they had before. I'm sure this is the case here too. Some worse problem will replace the one they have now by doing this.
