I don't know how they are going to solve the generator problem for when power goes out many places but solarizing your home might help. Also, I think people just won't be able to buy stuff like this in California so you are going to see people going into other states to buy gasoline powered equipment.

The problem with doing this is you are still going to need a power source for most equipment because rechargeable electric tools of various sorts don't last that long.

The main component for doing all this might be 100 foot orange power cords and reels to reel them up on so you don't have a mess with cords this long. Also, remember to plug the two ends together so you have continuity when not using the cords. This is important if you want those cords to last very long. There is electricity everywhere you see and cords carry this electricity in strange ways so plugging it into itself will preserve your cords much longer to be useful to you.

If there is no electrical power where you are you likely will have to get something like a Ford Truck with a built in generator which are out new this year also or use a generator that you already bought which you might have in your truck before 2024 or go buy a gasoline electrical generator to store in your truck or garage after 2024 in another state which still allows you to buy gasoline generators. 

A Generator if it is large enough can run and electric chain saw, an electric power mower or leaf blower or anything else you might want to use around the house or yard wherever you are in California.
