One reason for moving underground is the winds that are coming to earth from the solar heating of all the oceans

There are two things mostly that cause winds. The first is the rotation of the earth. The atmosphere stays somewhat stationary and the planet turns which creates winds.

The 2nd thing that creates winds is heating oceans like we have now all over the earth because ice is melting everywhere from the north pole to the south pole. In fact, the land under Antarctica likely will eventually become extremely valuable and like living in Hawaii used to be with average temperatures around 76 degrees Fahrenheit year around. Most of the rest of the surface of the earth likely will be relatively uninhabitable for human beings (at least during the day because it will be too hot). So, living underground will save a lot of electricity even if it is all generated by Solar and geothermal.

A really good example of what I'm talking about here is what Hurricane Otis did to Acapulco, Mexico with at least 27 people dead. IF you look at the pictures the people there had less than 12 hours to prepare for this storm which was the biggest Hurricane to ever hit in history the west coast of Mexico. These kinds of events will become more and more common worldwide where people have no time to prepare for hurricanes and other storms. So, preparing for unsurvivable storms in many locations will be necessary for you to survive them even if you have to build an underground shelter with a metal door that cannot be blown off in winds under 500 miles per hour.
