It seems to me that if you are not a government, police force connected to a government or spy agency of a government that using TOR might draw suspicion to yourself because it appears it is mostly criminals who use this outside of governments and government agencies worldwide.
Also, I don't think this article in Time Magazine would have been allowed to happen by the U.S. government unless at some level they had found means to trace individuals (NOT DIRECTLY A PART OF GOVERNMENTS).
For example, they would not have been able to trace Ross Ulbricht otherwise known as Dread Pirate Roberts as his handle on the Internet unless a way to break TOR code and server mystery through a supercomputer had been achieved. So, mostly I think it may not be to people's advantage to get on TOR because if they are not part of a government they likely would be considered potential criminals and drug users or worse at this time.
